DALLAS, TEXAS – January 22, 2026 – Dallas-based HALL Structured Finance (HSF) announced today that the company has closed on a $34.7 million first lien construction loan for the development of The Washington apartments in Eau Claire, Wisconsin. The sponsor for the project is Altitude Capital Partners Investment Experts. Matt McManus of M2 Equity Advisors brokered the deal.

The Washington will be a new 200-unit residential development made up of three buildings, one of which is an adaptive reuse and preservation of a 1937 historic former building being transformed into 53 modern apartment units. The overall project will include amenities such as a rooftop deck, fitness, and coworking spaces. This blend of renovation and new construction reflects Eau Claire’s broader trend of revitalizing existing buildings to meet growing housing demand while retaining local character.

Located just minutes from downtown Eau Claire and the city’s major employment, education, and healthcare hubs, The Washington is well-positioned to attract a diverse renter base.

Combined with Altitude Capital Partners’ strong capitalization and proven experience, this was a compelling opportunity for HSF to support a high-quality and unique development.”

Altitude Capital Partners was founded in 2005 and is based out of Chicago, Illinois. Its focus is on investing in real estate and private credit, as well as providing capital advisory services.
